Why Mowbray Partners?

Our team has years of experience in enforcement and in business – two of our founders Ken McIntosh and Tim Madgwick have a combined nearly 60 years experience in North Yorkshire Police, rising to the position of Assistant Chief Constable and Temporary Chief Constable respectively. Our other founder, Paul Williams, has spent 30 years running his own financial businesses – so we know our subjects like the back of our hands. But it doesn’t end there. Since 2016, Ken, Paul and Tim (together with the whole Mowbray team) have spent years learning and honing their skills, understanding and knowledge of modern training methods, and how to communicate concepts in the most effective way possible – all of that knowledge and understanding is now available in the form of online training, beautifully delivered through multiple devices at point of need. With every training course we create, we work directly with experts in that particular subject, to make sure the end product is precisely what’s required to meet your needs, and achieve the overall aim.

Our Platform

Our platform provides very simple access to all students, is easy to navigate and has downloadable certificates, progress reports and extensive management information. It complies with the highest levels of security standards.

It also allows for the development of comprehensive knowledge libraries which are accessible to all students who would like to delve deeper into the subject area, a discussion forum where ideas can be shared and questions answered and a news function to allow individuals to have access to the latest information and stories.

Partnerships

Mowbray Partners are keen to work with companies on a joint venture basis where all sides benefit from revenue generated. We already do this very successfully with a number of organisations and do this because it enables companies with restricted budgets to develop excellent training solutions and benefit from income streams that they would not otherwise have access to. Mowbray Partners are happy to discuss all partnership structures with interested clients.

Our clients are often particularly interested in replacing fully in person courses with a hybrid approach of an initial online elearning programme, which may or may not include an examination, provided by Mowbray Partners, followed by in person delivery by the client.

The reputation of the British police service internationally is excellent. We are using the relationships we have built across the service, and a wide range of partners agencies, over many years, to develop our offer across the world.

Our collective commercial & police experience, all 180 years of it, has not been gleamed from a recent article or book, our team has real life experience & bring that to our clients, without it costing a fortune per day in Management & Business Skills.

Ken McIntosh

Founder

Ken McIntosh has recently retired from the police service as an Assistant Chief Constable. Ken has significant experience in managing major and critical incidents at a strategic level including environmental protests, firearms incidents and major sporting events including the Tour de France Grand Depart. Ken was a member of the national Chemical, Biological, Radiological and Nuclear Board, the National Police Chiefs’ Council Learning Leaders programme and assisted the National Police Chiefs’ Council Specialist Capabilities programme. He has a Masters Degree in Applied Criminology from Cambridge University.

Paul Williams

Founder

Paul has more than 30 years experience in the Financial Sector running his own successful boutique IFA practice managing over £150 M of clients money and providing advice on all areas of financial planning. More recently he has worked with High Net Worth clients looking to relocate to the Uk, building on his large network of contacts to offer appropriate services to these clients. His extensive service industry experience enables Paul to understand and interpret a clients requirements and how best to deliver on them.

His role in Mowbray Partners is to develop and expand the business both in the UK & Abroad and help provide funding to do this

Tim Madgwick

Founder

Tim Madgwick QPM has recently retired from the police service as a Deputy Chief Constable, within his career he performed the role of Temporary Chief Constable for 18 months. He has undertaken significant leadership roles at a national level as the lead for Community Safety, Community Safety Accreditation, Motorcycling & Dementia. He is currently Independent Chair of the City of York Mental Health delivery Group and has worked in a voluntary capacity as a Board member for the Special Olympics GB

Dave Orford

Mowbray Partners Consultant

Dave Orford is a highly respected and very experienced retired ex Asst Chief Constable & Deputy Chief Constable with Durham Constabulary, leading the force through successive years of outstanding Her Majesty's Inspectorate of Police & Fire Rescue Service gradings. His significant experience covered operational policing at national, regional, and local levels combined with a deep understanding of corporate governance, performance management, information management, professional standards, media and communications and cultural change. He was also a Syndicate director for 2021 United Kingdom Police Strategic Command Course.

Recently working full time at NEOM, Saudi Arabia designing the police force of the future, for the city of the future. Every aspect of delivering the most technologically advanced security and policing solution, in the most environmentally sustainable way. Now providing bespoke consulting and subject matter expertise in future security and policing solutions.

Mark Groothuis

Mowbray Partners Consultant

Mark works as an Independent Firearms Licensing Consultant for Mowbray Partners, having been previously employed as civilian member of staff by Hampshire Constabulary Firearms Dept, and appointed as the Firearms & Explosives Licensing Officer (FEO) in November 1993, holding responsibility in respect of the grant & renewal of firearm/explosive certificates and firearms dealers. He held the delegated authority of the Chief Constable of Hampshire Constabulary to take decisions in respect of the refusal of applications and revocation of firearm and shotgun certificates and registered firearms dealers.

Mark has practical experience of handling all types of firearms and ammunition, having been responsible for the disposal of firearms and ammunition surrendered to or seized by the police. He has prepared appeal bundles, instructed Counsel and given evidence concerning appeals against refusals and revocations associated with firearms licensing at several Crown Courts.

Between 2011 and 2015 Mark acted as staff officer (in respect of Firearms Licensing) to Andy Marsh (Hampshire Constabulary) who was the NPCC Lead for Firearms & Explosives Licensing and since 2012, Mark has supported a number of reviews following tragic shootings including Michael Atherton (Durham), John Lowe (Surrey) and Jake Davison (Devon and Cornwall)

Mark is currently a retired associate member of the Institute of Explosives Engineers.

Nicola Harding

Mowbray Partners Admin Manager

Nicola has a background in Administration, setting up systems & processes. She has run her own business for many years in the home heating industry and also helps on a part time basis managing her local golf club, which demonstrates her wide range of expertise. To relax Nicola is extremely interested in Ballroom Dancing, Travelling and spending time with her grandchildren.

Andy Moorman

Course Developer

With a wealth of cross-sector learning and development expertise, Andy specialises in crafting impactful online learning solutions. Known for exemplary service to diverse clients, including global leaders, he seamlessly manage bespoke content creation and blended training projects. Adept in diverse content creation tools to foster a culture of growth, employing 70:20:10 principles, coaching, and various methodologies to yield tangible results.

Jeremy Robins

Course Developer

Jeremy has 20 years of experience in Business Operations, leading business units of over £100 M turnover. Also a trained journalist, Jeremy now successfully writes and develops learning solutions for FinTech, Insurance, Retail, Cyber Security and law enforcement clients.

He specialises in making the complex simple for the learner with engaging storytelling, interactions and animation script writing. A qualified project manager, Jeremy keeps everything to timelines and collaborates with clients from start to finish to deliver successful outcomes.

Conservation

Mowbray Partners is excited to be working with the National Wildlife Crime Unit to develop their highly interactive Digital Training Academy. We have already completed the first course in the series: the Convention on International Trade in Endangered Species of Wild Flora and Fauna. Our interactive CITES course will be used by all 45 Polices forces in the UK & Scotland and internationally. We are currently developing the remainder of this exciting project. We are passionate about conservation and continue to work with partners to develop highly interactive courses aimed at complementing or replacing traditional delivery models.
